Representatives of agencies have reacted strongly connected with the Albanian block 186 in Egypt, considering this a trick by the resort operator. According to them, the culprit for this phenomenon is that the state itself has no laws and regulations designed to protect tourists. In Albania, anyone can open a travel agency, only one record in the NRC, but without a specific license which will define the responsibilities and penalties in cases of similar situations. On the other hand, agencies call for individual responsibility, because often times seemingly cheap prices associated with abusive services. 186 Albanians had gone on vacation in Egypt, but the travel agency "By Holliday," said financial inability to convert them. But after pressure from the media, Monday evening was made possible their return to Albania. Meanwhile, police have arrested the land owners of the agency, Marselinda Kertoci, which already is under indictment by the Prosecution for the offense of fraud, concealment of income and bankruptcy
